A federal judge on Friday issued a ruling "permanently" blocking the Trump administration from deploying National Guard troops to Portland, Oregon.

In late September, President Trump announced he would be deploying federal troops to Portland in response to downtown protests outside a U.S. Immigration and Customs Enforcement facility over the administration's immigration crackdown. The Trump administration later placed 200 Oregon National Guard troops under federal control, and attempted to deploy another 200 federalized California National Guard troops in Portland as well.

The president invoked Title 10 of the federal code in his deployment efforts, which allows for its use if the president deems that "there is a rebellion or danger of a rebellion against the authority of the government of the United States."

The moves prompted a lawsuit from city and state officials in Portland, Oregon and California.

In her 106-page ruling, U.S. District Court Judge Karin Immergut wrote that "this Court arrives at the necessary conclusion that there was neither 'a rebellion or danger of a rebellion' nor was the President 'unable with the regular forces to execute the laws of the United States' in Oregon when he ordered the federalization and deployment of the National Guard."

The ruling, however, will allow the National Guard troops to remain under federal control for a period of at least 14 days.

"President Trump is using his lawful authority to direct the National Guard to protect federal assets and personnel in Portland following months of violent riots where officers have been assaulted and doxxed by left-wing rioters," Assistant Department of Homeland Security Secretary Tricia McLaughlin said in a statement Friday night in response to the ruling. "The President's lawful actions will make Portland safer."

In her own statement, Democratic Oregon Gov. Tina Kotek said, "This ruling, now the fourth of its kind, validates the facts on the ground. Oregon does not want or need military intervention, and President Trump's attempts to federalize the guard is a gross abuse of power. Oregon National Guard members have been away from their jobs and families for 38 days. The California National Guard has been here for just over one month. Based on this ruling, I am renewing my call to the Trump Administration to send all troops home now."

Under Title 10, the "president may call into federal service members and units of the National Guard of any State in such numbers as he considers necessary to repel the invasion, suppress the rebellion, or execute those laws," in the event that "the United States, or any of the commonwealths or possessions, is invaded or is in danger of invasion by a foreign nation; there is a rebellion or danger of a rebellion against the authority of the government of the United States; or the president is unable with the regular forces to execute the laws of the United States."

The latest decision comes after Immergut, an appointee of Mr. Trump, issued a 16-page ruling Sunday temporarily barring the Trump administration from deploying the National Guard in Portland following a three-day trial in which she "found no credible evidence" that protests in the city grew out of control.

Immergut had said she would issue a final order on Friday due to the voluminous evidence presented at trial, including more than 750 exhibits.

"After a three-day trial that included the testimony of federal, state, and local law enforcement officials and hundreds of exhibits describing protest activity outside the Portland ICE building, the evidence demonstrates that these deployments, which were objected to by Oregon's governor and not requested by the federal officials in charge of protection of the ICE building, exceeded the President's authority," Immergut wrote Friday.

The Trump administration on Monday appealed the ruling to the 9th U.S. Circuit Court of Appeals.

Immergut issued two orders in early October that blocked the deployment of the troops leading up to the trial. She previously found that Mr. Trump had failed to show that he met the legal requirements for mobilizing the National Guard. She described his assessment of Portland, which Mr. Trump has called "war-ravaged" with "fires all over the place," as "simply untethered to the facts."

One of Immergut's orders was paused Oct. 20 by the 9th Circuit court. But late Tuesday, the appeals court vacated that decision and said it would rehear the matter before an 11-judge panel. Until the larger panel rehears the case, the appeals court's initial order from early October — under which the National Guard is federalized but not deployed — remains in effect.

During the Portland trial, witnesses including local police and federal officials were questioned about the law enforcement response to the nightly protests at the city's ICE building. The demonstrations peaked in June, when Portland police declared one a riot. The demonstrations typically drew a couple dozen people in the weeks leading up to Mr. Trump's National Guard announcement.

LIMA, 7 nov (Reuters) -El embajador de Cuba en Perú, Carlos Zamora, terminó sus funciones y dejó el país en "forma definitiva" tras una reunión con ​el vicecanciller peruano a fines de octubre, dijo el viernes la cancillería de la nación sudamericana en un ‌comunicado.

El ministerio de Relaciones Exteriores de Perú no refirió si sería reemplazado el funcionario cubano, que se reunió el 28 de octubre con el vicencanciller ‌peruano Félix Denegri Boza.

La cita fue para dialogar con el embajador "respecto a las actividades desarrolladas durante su gestión en el Perú. A partir de lo tratado en esa reunión, se comunica que el embajador Zamora terminó sus funciones en el Perú", señaló.

De otro, ⁠y en el mismo comunicado, la cancillería ‌peruana dijo que planteará a los países de la Organización de Estados Americanos (OEA) una modificación a la "Convención de Caracas de 1954" sobre la solicitud de asilo, ‍en medio de tensiones con México por la concesión de asilo a una exprimera ministra.

La fiscalía peruana ha solicitado 25 años de prisión para Chávez, una abogada y exlegisladora que ha negado los cargos.

En canciller peruano, Hugo de Zela, dijo a Reuters esta semana que se iba a evaluar los términos de la "Convención de Caracas de 1954", que México citó para dar asilo a Chávez,⁠ para tomar una decisión sobre el otorgamiento de un salvoconducto.

El jueves ​el Congreso peruano aprobó declarar como "persona non grata" a ​la presidenta mexicana Claudia Sheinbaum debido al asilo concedido, decisión que fue rechazada por la cancillería mexicana al estar motivada -afirmó- por "planteamientos falsos".

La relación entre Perú y México ‍comenzó a resquebrajare desde fines del ⁠2022 luego de destitución de Castillo, a quien el gobierno mexicano defendió y apoyo políticamente.

The latest round of quarterly results from technology giants makes it clear that the heavy investments into artificial intelligence (AI) infrastructure are not going to slow down anytime soon. That's great news for investors in Nvidia (NASDAQ: NVDA), the company that has ridden its way to a $5 trillion market cap thanks to the AI boom.

The earnings reports of Alphabet (NASDAQ: GOOG) (NASDAQ: GOOGL), Meta Platforms (NASDAQ: META), and Microsoft (NASDAQ: MSFT) are already out, and all of these tech giants were singing a similar tune with respect to AI-related spending. Let's take a closer look at their capital expenditure (capex) plans and why they bode well for Nvidia.

AI spending could get stronger in 2026

The capex of big tech companies, including Amazon, stood at an estimated $228 billion in 2024, growing from $144 billion the previous year. Bloomberg pointed out in August that the figure is set to rise to $360 billion in 2025, followed by another jump to $439 billion in 2026.

However, it looks like the actual spending by big tech companies is going to exceed those estimates. Meta Platforms, for instance, is now forecasting $71 billion in capex this year at the midpoint of its guidance range. That's up from its earlier estimate of $69 billion. Meta's management remarked on the company's latest earnings call that it continues to witness meaningful expansion in computing capacity.

As a result, the company says that its "capex dollar growth will be notably larger in 2026 than 2025." What's more, Meta anticipates that its "total expenses will grow at a significantly faster percentage rate in 2026 than 2025." It is worth noting that Meta's 2024 capex stood at $39.2 billion, which means that it is on track to grow that figure by 81% this year. So, Meta's 2026 capex is likely to exceed the $100 billion mark.

Alphabet, on the other hand, has increased its 2026 capex guidance to $92 billion from the prior expectation of $85 billion. It spent $52.5 billion in capex last year. The fact that Alphabet's Google Cloud backlog shot up by an impressive 46% in the previous quarter to a sizable $155 billion makes it easy to see why the company is now going to invest more aggressively to bolster its data center infrastructure.

Additionally, Alphabet is witnessing healthy usage of its in-house offerings such as Gemini, AI Overviews, and AI Mode. The search engine giant is now looking at another "significant increase" in its capex in 2026, according to CFO Anat Ashkenazi (via CNBC).

Microsoft, which saw a 51% spike in its remaining performance obligations (RPO) in its latest fiscal quarter to $392 billion, pointed out on the earnings call that "demand remains significantly ahead of the capacity we have available." The tech giant expects to remain short of data center capacity throughout the fiscal year, and that could spur stronger capital spending.

Microsoft's capex increased by $10 billion in the first quarter of fiscal 2026 to $34.9 billion, higher than its estimate of $30 billion. The company is now on track to increase its capex at a faster pace this fiscal year as compared to the growth seen last year. That's a departure from the earlier expectation of a slowdown in capex growth.

As a result, the probability of an acceleration in the outlay on data center equipment, such as the graphics processing units (GPUs) that Nvidia sells, seems quite likely.

Nvidia seems poised for a stronger-than-expected 2026

The latest capex estimates from the three companies that have been deploying Nvidia's latest generation of Blackwell data center GPUs to handle AI workloads suggest that the company should be able to sustain its outstanding momentum next year. CEO Jensen Huang recently pointed out that the company has shipped 6 million units of its Blackwell processors over the past four quarters. Nvidia started shipping its latest generation of processors in the fourth quarter of 2024.

Huang is projecting shipments of 20 million units of its Blackwell processors, indicating that there is tremendous room for growth in sales of this chip. For comparison, Nvidia sold 4 million units of its previous-generation Hopper processors. That significant spike is going to translate into major top-line gains for Nvidia as the company has secured over $500 billion worth of orders for its chips through the end of next year.

That number includes the orders for its next-generation Rubin processors that are set for launch in 2026. As such, there is a good chance that Nvidia's revenue in fiscal 2027 (which will begin in January next year) will likely exceed the $285 billion Wall Street estimate. Analysts are projecting a 37% increase in Nvidia's revenue in fiscal 2027, but that percentage could be higher given the backlog pointed out by Huang.

So, don't be surprised to see this AI stock heading higher next year as the sustained spending on AI infrastructure is likely to help Nvidia sell more of its chips and fuel stronger growth for the company.

Top-seeded Aryna Sabalenka delivered 12 aces while knocking off fourth-seeded Amanda Anisimova 6-3, 3-6, 6-3 on Friday to reach the championship match of the WTA Finals in Riyadh, Saudi Arabia.

Sabalenka hit 30 winners and saved 6 of 9 break points on her way to winning the semifinal match in two hours and 21 minutes.

Sabalenka of Belarus will face sixth-seeded Elena Rybakina of Kazakhstan in the final. Rybakina rallied for a 4-6, 6-4, 6-3 victory over No. 5 seed Jessica Pegula in the other semifinal.

The winner of the championship match at the year-end event receives $5.235 million.

Sabalenka defeated Anisimova in straight sets in the U.S. Open final two months ago and once again got the better of the American.

However, things were a little dicey for Sabalenka after she fell down 4-0 en route to losing the second set.

"That was a fight, she played incredible tennis -- incredible from both players," Sabalenka said. "I felt in the second set like there was nothing to do."

Anisimova led 3-2 in the third set before Sabalenka won four straight games to end the match.

"I think I'm focusing on my game and I'm just trying to pull out everything I have with each point," Sabalenka told Tennis Channel. "I was telling myself, 'Aryna, just enjoy this fight. Try to do your best and this is the moment you've been waiting for.'"

Anisimova had 31 winners and seven aces but sabotaged her game with 48 unforced errors. Sabalenka committed 28 unforced errors.

"I think I played good tennis at points in the match," Anisimova said. "And at some points there was a drop. It was kind of like a roller coaster. There are things I can learn from this match but it's too soon to process it."

In the other semi, Rybakina dominated with her serve against Pegula, holding a 15-1 edge in aces.

She also overcame a whopping 67 unforced errors -- Pegula had 36 -- but repeatedly got herself out of trouble with timely serves.

"Yeah, it's my biggest weapon and I think it worked really well," Rybakina said of her serve. "Some moments, when I needed it the most, it worked -- even though she was really playing well and pushing me in the tough situations."

Pegula won the opening set and struggled in the second before breaking Rybakina's service and moving within 5-4. But Rybakina answered by breaking Pegula in a long game to win the second set.

The match was 2-2 in the third set before Rybakina won four of five games to clinch her spot in the final.

"Tough loss," Pegula said. "Kudos to her, she played some really good tennis, always serving well. I felt like in these conditions and on this court, especially with her serve, it's tough when she's getting free points every single game.

"But regardless, I thought I played at a really high level."

Saturday will mark the fourth meeting of the year between Sabalenka and Rybakina. Sabalenka went 2-1 in the other matches and holds an 8-5 all-time lead. It will be the first WTA Finals title for the winner.

"It's going to be another powerful game, I felt that today was great preparation," Sabalenka said of facing Rybakina. "I want to leave everything out there in the last match of the season, and do all I can to win this beautiful trophy."

Week 10 of the 2025 NFL season started off with an AFC West tilt in Denver on "Thursday Night Football." After a game that featured nearly as many first downs (20) as points, the Broncos earned a 10-7 win over the Las Vegas Raiders.

That three-point margin of victory loomed large for the Raiders, especially with special teams mistakes.

A blocked punt in the third quarter led to the Broncos' go-ahead field goal to make it 10-7. With 4:30 left in the fourth quarter, Raiders kicker Daniel Carlson missed a 48-yard field goal that would have tied the game 10-10.

In the wake of that loss, the Raiders announced they fired special teams coordinator Tom McMahon.

"Earlier today, we made the tough decision to relieve Tom McMahon of his duties as special teams coordinator," coach Pete Carroll said in a team statement. "I have a great amount of respect for Tom and the work that he has done in this league, but we have decided to move in a different direction.
