WASHINGTON, Feb 23 (Reuters) - Maryland Attorney General Anthony Brown said on Monday that the state had filed a lawsuit against the ‌Trump administration to halt construction of a new federal immigration detention center ‌in the state.

The U.S. Department of Homeland Security, which has federal oversight of immigration, spent more than $100 ​million on a 54-acre square-foot warehouse in Maryland's Washington County to convert into a detention center capable of holding 1,500 people at a time, Brown said.

The Trump administration, according to Maryland's attorney general and government, purchased the property without conducting an environmental ‌review or receiving public input.

However, ⁠according to Washington County last month, the federal government did not need to seek local zoning approval for the project. As ⁠a result, it said, the county could not legally restrict the Trump administration's ability to proceed with the detention center.

"Our people must be heard when the federal government makes ​decisions that ​affect their health, their safety, and their ​communities," said Maryland Governor Wes ‌Moore, a Democrat.

He added: "The State of Maryland is filing this lawsuit because DHS must be held to the same legal standard as every other federal agency."

DHS did not immediately respond to a request for comment.

The department plans to spend more than $38 billion in 2026 on detention centers as the Republican Trump administration seeks to ramp ‌up its already aggressive immigration agenda. This would ​increase Immigration and Customs Enforcement's (ICE) total bed capacity ​to 92,600 at its detention ​centers.

There are currently more than 200 federal immigration detention centers in ‌the United States.

The move to increase ​detention centers in states ​across the U.S. states has been met with some bipartisan criticism.

Amid the criticism, four Democratic members of Congress on Monday announced a plan to ​introduce a bill requiring DHS ‌to seek written approval from state and local officials before constructing, acquiring ​or operating any ICE processing facility or detention center.

A historic East Coast blizzard is slamming areas around the mid-Atlantic and New England with heavy snow and high winds from Virginia and Delaware to Massachusetts and Maine, including New York City.

This storm has been named Winter Storm Hernando by The Weather Channel.

Here's a rundown of the storm reports we've seen, so far.

Snowfall

Dozens of locations have already picked up over a foot of snow from the Delmarva Peninsula to New England.

Snowfall rates up to 3 inches per hour have been observed on Long Island, and blizzard conditions have been confirmed by the National Weather Service in multiple locations, including Boston and Newark, New Jersey. This snow has been, at times, accompanied by lightning strikes.

The highest snow total, so far, is 36.2 inches in Warwick, Rhode Island.

Peak snow totals, by state:

- Connecticut: 26.5 inches in N. Stonington

- Delaware: 20.5 inches in Woodside

- Maryland: 16 inches in Bishopville

- Maine: 13 inches in Goodwins Mills

- Massachusetts: 31 inches in Berkley

- New Hampshire: 9 inches in Stratham

- New Jersey: 29 inches in Bogota

- New York: 31 inches in Central Islip

- North Carolina: 8 inches on Beech Mountain

- Pennsylvania: 22.1 inches in Lower Makefield Township

- Rhode Island: 36.2 inches in Warwick

- Vermont: 4.5 inches near Landgrove

- Virginia: 15 inches in Wintergreen

- West Virginia: 15 inches in Camden on Gauley

Other notable totals:

New York City: 19.7 inches, their heaviest snowstorm since Jan. 31 - Feb. 3, 2021, left 17.4 inches; Beyond that, it could be their heaviest snowstorm in 10 years, since Winter Storm Jonas set their all-time record of 27.5 inches from Jan. 22-24, 2016.

Philadelphia: 13.7 inches, their heaviest two-day snowfall since Winter Storm Jonas in late January 2016. Their all-time record was the January "Blizzard of 1996", which dumped 30.7 inches in the city.

Providence, Rhode Island: The official reporting site at T.F. Green Airport has 32.8 inches, which breaks the city's all-time snowstorm record — 28.6 inches — during the infamous "Blizzard of '78", from Feb. 6-7. They have also seen 30.4 inches just on Monday, which smashes the previous 1-day total of 19.0 inches set in January 1996.

Atlantic City, New Jersey: 14.5 inches, so far; It's already the city's heaviest snowstorm in four years, since Winter Storm Kenan in late January 2022. In records dating to the end of World War II, Atlantic City's heaviest snowstorm was 21.5 inches from Feb. 16-17, 2003. Atlantic City averages only 17.4 inches of snow each year.

Boston: 5.2 inches (near Logan Airport); This may be the heaviest snowstorm in Boston in four years, since Winter Storm Kenan dumped 23.8 inches in the city in late January 2022.

The heaviest snowstorm on record officially in Boston was a 27.6-inch burying from Feb. 17-18, 2003. The infamous "Blizzard of '78" alluded to in other cities above was number 2 on Boston's list (27.1 inches). To crack the top 10, they would have to pick up at least 21.8 inches to nudge ahead of a late January 1978 snowstorm.

State Snowstorm Records In Jeopardy

Hernando could flirt with, if not break, all-time snowstorm records in a few states.

Here are the standing records, according to NOAA:

- Connecticut: 50 inches in Middletown March 12-14, 1888

- Delaware: 29 inches near Greenwood Feb. 6-7, 2010

- Massachusetts: 43.9 inches in Ipswich Feb. 6-8, 1978 (43.7 inches in 2 days from Feb. 7-8)

- New Jersey: 34 inches in Oak Ridge Reservoir (Dec. 26-27, 1947) and Cape May (Feb. 12-14, 1899)

- New York: 86.5 inches in E. Aurora Nov. 18-20, 2014 (from lake-effect snow)

- Rhode Island: 38 inches in Woonsocket from Feb. 7-8, 1978

New York Historical Society Museum & LibraryPeak Winds

The peak reliable wind gust we've seen so far is a 98 mph gust in northern Cape Cod at a weather station 88 feet above the ground in Wellfleet.

At least a dozen other locations have clocked at least 60 mph wind gusts, including Boston's Logan Airport, New York's JFK Airport and Atlantic City, New Jersey.

Other peak gusts over 70 mph:

- Montauk, Long Island: 84 mph

- Marshfield, Massachusetts: 83 mph

- Dennis, Massachusetts: 82 mph

- Nantucket, Massachusetts: 78 mph

- Stony Brook, New York: 74 mph

- Chatham, Massachusetts; Nantucket, Massachusetts; N. Kingstown, Rhode Island: 73 mph

- Martha's Vineyard, Massachusetts: 71 mph

- Barnegat Light, New Jersey: 70 mph

Gusts to at least 50 mph were recorded at LaGuardia Airport and Newark-Liberty Airport.

Blizzard conditions were confirmed at dozens of locations along the Northeast coast, including Boston, Providence, Rhode Island; New Haven, Connecticut; Newark, New Jersey; Islip, New York; and New Haven, Connecticut, according to the National Weather Service.

The low-pressure system has intensified rapidly enough to be deemed a bomb cyclone. This nor'easter's central pressure plunged 41 millibars in 24 hours ending at 7 a.m. ET Monday morning, according to analyses from NOAA's Weather Prediction Center.

WASHINGTON (AP) — The U.S. military said it killed three people Monday in a strike on an alleged drug-smuggling vessel in the Caribbean Sea as part of the Trump administration's monthslong campaign against alleged traffickers.

Monday's attack brought the death toll to at least 151 people since the Trump administration began targeting those it calls "narcoterrorists" in small vessels in early September.

As with most of the military's statements on the more than 40 known strikes, U.S. Southern Command said it targeted alleged drug traffickers along known smuggling routes. The military did not provide evidence that the vessel was ferrying drugs but posted a video on X that showed a small boat with outboard engines being destroyed.

"Intelligence confirmed the vessel was transiting along known narco-trafficking routes in the Caribbean and was engaged in narco-trafficking operations," Southern Command stated in a post on X. "Three male narco-terrorists were killed during this action."

President Donald Trump has said the U.S. is in "armed conflict" with cartels in Latin America and has justified the attacks as a necessary escalation to stem the flow of drugs into the United States. But his administration has offered little evidence to support its claims of killing "narcoterrorists."

Critics have questioned the overall legality of the strikes as well as their effectiveness, in part because the fentanyl behind many fatal overdoses is typically trafficked to the U.S. over land from Mexico, where it is produced with chemicals imported from China and India.

The boat strikes also drew intense criticism following the revelation that the military killed survivors of the very first boat attack with a follow-up strike. The Trump administration and many Republican lawmakers said it was legal and necessary, while Democratic lawmakers and legal experts said the killings were murder, if not a war crime.

The U.S. struck another alleged drug trafficking boat in the Caribbean, killing three people, the military announced Monday afternoon.

More than 40 such strikes have been carried out in the Caribbean and eastern Pacific since September, killing at least 137 people, according to statements from the Defense Department tracked by NBC News.

The targeted boat on Monday was "transiting along known narco-trafficking routes in the Caribbean and was engaged in narco-trafficking operations," U.S. Southern Command said in a post on X, adding that no U.S. forces were harmed. It did not provide evidence that the boat or people on board were involved in drug trafficking.

U.S. Southern Command said that Gen. Francis L. Donovan directed the strike. Donovan, a Marine Corps general and head of U.S. Southern Command, visited Caracas, Venezuela last week, where he met U.S. service members and interagency partners, U.S. Southern Command said at the time.

His visit was the first by a military delegation since the U.S. captured then-President Nicolás Maduro on Jan. 3, and adds to a list of high-ranking U.S. officials who have visited the country since the operation as the Trump administration seeks to exert control over the country's new government, led by acting President Delcy Rodríguez.

Rodríguez has maintained that Maduro is still the legitimate leader of Venezuela.

Monday's strike comes three days after a strike in the Eastern Pacific also killed three people. The strikes have been criticized by members of Congress, primarily Democrats, as well as some advocacy groups over the legal justification for the attacks. President Donald Trump has repeatedly argued that the strikes are preventing illicit drugs from entering the U.S.

One year ago, the conversation around a potential "Tush Push" ban was one of the biggest stories of the offseason.

This year, the NFL's competition committee hasn't heard a peep about a new proposal to ban the play, a quarterback sneak that also involves one or more other players pushing the ball carrier from behind.

"There's no team proposal that I've seen from it," league competition committee co-chair Rich McKay said at the NFL combine. "So, I wouldn't envision it. But you never know."

The 2025 NFL season saw a year-over-year uptick in attempts but a decline in the effectiveness of the Tush Push after its dominance in short yardage situations over the previous three years.

There were 112 Tush Push attempts in 2025, per ESPN, after a 2024 season that featured 101 attempts to run the play. The Philadelphia Eagles and Buffalo Bills led the way with 27 and 17 Tush Push attempts, respectively, in 2025.

Teams converted a first down on 76.8% of Tush Push attempts in 2025, according to ESPN, a notable dip from the 82% conversion rate on the play between 2022 and 2024.

In September, ESPN's Adam Schefter reported that there was "no guarantee" for another attempt to ban the quarterback sneak play. The ESPN insider wrote that the conversation surrounding the Tush Push ban last offseason was heated and emotional, meaning the league's owners might decide to hold off on further discussion for another year.

Last year, the Green Bay Packers' proposal to ban the Tush Push ultimately fell two votes shy of the requisite 24 votes needed to institute the ban. The proposal would have re-established the NFL rule that existed until 2005, which banned other players from pushing ball carriers regardless of where they were on the field.

TUSH PUSH BAN: NFL fails to ban the Philadelphia Eagles' QB sneak play

At the time, Green Bay and other teams that supported the Tush Push ban cited player safety among primary concerns for keeping the play permissible.

Former Eagles center Jason Kelce, who was an advocate for keeping the Tush Push legal, spoke at last year's owners meeting to share his perspective on the safety of the play.

"There was a narrative out there that one of the reasons I retired was because of the play, or that I somehow felt like the play led to more injuries or was injured because of it," Kelce said in an episode of his "New Heights" podcast last May. "So I was really just there to offer my perspective on that stuff not being true and the fact that I think it's a relatively safe play."

The NFL has not publicly shared any data regarding the health of players surrounding the Tush Push.

After the 2025 NFL trade deadline passed, Breece Hall was the last man standing with the New York Jets. Hall watched as both Sauce Gardner and Quinnen Williams were traded away, making him the physical embodiment of that Will Smith meme from the end of "The Fresh Prince of Bel-Air."

Hall finished the season with the Jets and now has an opportunity for a change of scenery as well. If his comments Saturday are any indication, Hall seems very open to the possibility of playing elsewhere in the immediate future.

When asked how he's feeling about the Jets in the long term, Hall didn't exactly commit to the franchise. He told the New York Post, "I don't know," before adding, "I've addressed this for the last six, seven months now. But now I'm just kind of like whatever happens, happens."

It's not the strongest response, though one that probably hints at Hall testing the free-agent waters, if he isn't tagged by the Jets. While Hall wasn't traded at the deadline, there were rumors the Jets tried to move the 24-year-old running back. There were also rumors Hall wanted out of New York. Neither side got their wish, as Hall remained on the team.

That wasn't Hall's desired outcome, but he still turned in a solid season. Hall rushed for a career-high 1,065 yards in 2025, scoring four touchdowns. He also caught 36 passes for 350 yards and one receiving score. While Hall didn't score much, it's tough to put that on him. The Jets ranked 29th in points scored last season.

That's been consistent during Hall's tenure with the team. In his four years with the Jets, the highest the team has ranked in points scored is 24th. A former second-round draft pick, Hall has shown potential but has constantly been saddled with terrible offensive environments.

This offseason will provide him the chance to prove he's been held back by poor situations. Hall is among the best running backs on the market, and could join a strong team ahead of the 2026 NFL season. With a stronger quarterback, and a better line, Hall might be on the verge of a true breakout season.

That feels ... unlikely ... to happen if he sticks with the Jets. New York appears deep in a rebuild after last year's big free-agent signing Justin Fields failed to progress. The Jets pick second in the 2026 NFL Draft and could be looking to grab a quarterback with that selection. While some rookies have shown the ability to immediately lift a franchise like Jayden Daniels in his rookie year, that's not the common experience (see: Caleb Williams and Drake Maye in their rookie seasons).

Hall is definitely aware of that, and could prioritize going to a situation where he can both thrive and win games. He hasn't done much of the latter over his career. Hall is just 22-46 since being drafted by the Jets.

After four years of losing, it certainly sounds like the running back is ready for a change.

NYON, Switzerland (AP) — UEFA said on Monday it has provisionally suspended Benfica player Gianluca Prestianni for one match following accusations he racially abused Vinícius Júnior.

The decision means that Prestianni will miss Wednesday's second leg of the Champions League playoff between Real Madrid and Benfica. Madrid won the first match in Lisbon last Tuesday with Vinícius scoring a second-half winner for a 1-0 victory.

The game was halted for nearly 10 minutes after the Brazil forward scored and celebrated by the Benfica corner flag, upsetting local fans and players. After being confronted by Prestianni, Vinícius accused the Argentine player of calling him "monkey."

Prestianni has denied racially insulting Vinícius.

The anti-racism protocol was activated but no further action was taken during the match as there was no evidence against Prestianni, who covered his mouth with his shirt while talking to Vinícius. The Madrid forward was shown a yellow card after his celebration.

UEFA said the decision from its control, ethics and disciplinary Body (CEDB) is related to a discriminatory behavior.
